Mark your fixing point and select the correct toggle size for your bolt diameter and the depth of the cavity. Fold the wings back and push the toggle through the drilled hole until the wings spring open behind the board. Pull back on the bolt to seat the wings flat against the back face, then tighten the screw into your fixture. Don't overtighten — the wings pull against a hollow substrate and there's a limit to how much torque is useful before you start distorting the board face.

Can spring toggles be reused if I need to remove the fitting?
No. Once the toggle is released from the bolt it falls into the cavity and cannot be retrieved. You'll need a new toggle each time you refix into the same hole. It's worth having spares on site for this reason.
What size hole do I need to drill for each toggle?
The hole needs to be large enough for the folded wings to pass through cleanly, but no larger than necessary. As a general guide, a 3mm toggle needs around a 10mm hole, and a 5mm toggle around a 12-14mm hole. Check the toggle wing width when folded and drill to suit.
